John’s interest in the water industry began during a Robinson ISD elementary field trip to a water treatment plant in Waco. He went on to earn an Associate of Science in Environmental Engineering from Texas State Technical College, a bachelor’s degree with an emphasis in Management from University of Houston–Victoria, and pursued graduate studies at University of Texas at San Antonio.

Throughout his career, John has held key leadership roles in water and wastewater operations for the cities of San Angelo, Victoria, and Corpus Christi, as well as with the San Antonio Water System and in the private sector with Jindal Tubular. He is a Class “A” licensed Water and Wastewater Operator in Texas and a past president of the Texas Water Utilities Association.

Since 2019, John has served as Executive Director of the Nueces River Authority, where he has led major infrastructure projects, developed the Authority’s first Strategic Plan, expanded regional utility operations, and strengthened water resource education efforts across the Nueces Basin. Passionate about protecting water quality, he continues working to improve impacted streams while promoting conservation education for students throughout the region.
